EU's Structural Reform Support Programme achieving its objectives

On 30 September, the Commission adopted a report on the mid-term evaluation of the EU's Structural Reform Support Programme (SRSP). The goal of the mid-term evaluation is to measure the programme's performance so far and to draw lessons for possible further improvement. The findings show that the programme is to a large extent fulfilling its objectives, that it addresses the needs of member states, that the projects funded under the SRSP are generally well-designed, and that it has a clear EU added value.

Cohesion and Reforms Commissioner Elisa Ferreira said: “Well-designed reforms keep our economies competitive and improve the quality of our public services. The Structural Reform Support Programme efficiently helps all EU member states carry out these reforms. Member States appreciate it because of its flexibility, simple implementation and the absence of co-financing requirements. The Commission stands ready to continue supporting them in the future.”

The evaluation covered more than 300 reform support projects in 24 member states, including projects in the area of public administration, growth and business environment, revenue administration, public financial management, labour market, education, social services, and the financial sector. Stakeholders consulted indicated that the programme is a suitable instrument for technical support for the design and implementation of reforms. Good practices are shared and most reform projects are expected to achieve their results, or have already done so.
